IMU for 2013
At the moment it would seem that IMU on prima casa and their 'pertinanze' or associated outbuildings is held off until September pending a rewriting of the tax. IMU on 2nd homes homes and all other properties remains the same. If your comune has not published this year's rate then you should pay at last year's rate.
New news is that if you have already paid your IMU on your prima casa (when it turns out you did not need to) you should do a new tax return claiming the sum paid as a refund or deduction from your tax bill. This is your one opportunity to do this and should you forget you won't get a refund later.
Exemptions for agricultural land in mountain communities has been reconfirmed as has the exemption for agricultural outbuildings of vital use to the farm.

I totally agree, Vicino, and it is obvious that they are badly struggling.
We already paid for the full year a couple of days ago, but be very careful regarding filling up the submission form to the bank. Fortunately, the bank clerk realised that my husband had forgotten a minor detail and he contacted us so that it could be fixed.

My IMU has increased by 9% from last year.
Unfortunately the comune was closed this afternoon when I went to pay it.

Pay at the comune? You should pay by F23 semplificato at the bank or PO. I dont think you can (ie there is no legal facility to pay the comune directly) pay at the commune.

I agree with Modicasa, the comune does not accept payments. Banks do, but you have to have the right form with all the right information.

I think (THINK !!) that as a resident in a prima casa here in Italy, I have to pay my IMU by Sept 16th ? Has this been set down in stone yet does anybody know ? Also, I thought that our communes had to inform us through their websites of the amount to pay ? I have seen nowt official to date !

If they dont agree on something by Aug 31 then yes, you pay by Sept 16 - but it wont happen - there will be a gudge to keep us guessing another couple of months.

Modi is right. I do not know whether they will be able to reach any agreement before the 31st (quite unlikely). This explains fairly well what is going on IMU 2013
Sorry, it is in Italian, though.
Personally, I wish that they will finish with this continuing saga and that EVERYBODY, with the obvious concessions and discounts will end up paying this tax. Up to now, it has been used in a demagogic ay and local government has to suffer the consequences. A comune needs income to function properly.

Well, it looks like the first payment of IMU on the prima casa (except for luxury properties) has been cancelled for 2013. It also remains cancelled for agricultural land and rural properties instrumental in the work of the farm. The second payment (due in December) is scheduled to be cancelled in October by another law. Everyone else must pay their second 1/2 in December as previously advised.
It will be replaced by something called originally TASER but after some thought now seems to be called 'Service Tax' (a name which I saw mistakenly described as the same as a British tax) from 2014. The Service Tax will have two components - one paid for by the owner based on sq meterage and one paid for by the tenant or user of the property based on the fiscal value of the property. Don't you just love Italians off and on romance with Taxes. They all know the Country/Comunes needs them but no one wants to pay them.
Until they come up with a sensible fair tax for households the Comunes will always be cash strapped which means nothing gets done or repaired; madness.

Of course they could stop paying their politicians and the managers of overbloated public bodies so much and distribute the money to the comune but that would mean a less cushy life for them so it'll never happen!

Gala, Italian politicians are the highest paid in the whole EU. They get a pension of over €8000 a month so long as they serve a short term. If you saw the salaries of the heads of government agencies it would make your eyes water. €3-400,000 is the norm. This runs much deeper than politicians giving up their perks for the comune. How do you encourage people to pay their taxes when the people telling them to do so are awash with money paid for from their taxes. Most people I meet are just trying to survive. The tax evasion is not widely perpetrated by the 'working classes'. Of course the worst offenders are in positions of power and will never be pursued. It is much easier to squeeze the 'little person' for a few euro.

Everybody evades tax in Italy - but the rich evade more. Article 1 of the consititution should read - Italy is a republic founded on tax evasion. The hidden economy is estimated variously between 70 and 240 billion a year - that is why Italy doesnt work, and will never work - especially as noone is ever punished for a crime in Italy.
But the politicians continue to treat the Italians as cretins. Silvio crowing about how he got rid of IMU utterly disgusted me, along with la SAntanche. Do they really think that we are to hold street parties because we save a few bob on IMU and dont realise that it will be clawed back immediately under another name, and more unfairly -as Berlusconi has proved himself to be the doyenne of the Thatcher legacy - go on about how taxes go down while putting indirect taxes up to pay for it.

Italy and Spain have similar problems. I guess that Greece is also on the same league. Tax evasion is a popular sport and yes, the richer you are, the more you evade. This is why we are all in trouble.
The biggest problem with the IVA increase is that those who have less are the ones who will suffer the most.
The way I see it, it would be better to charge IMU with special concession rates for families, pensioners and low income earners and leave the IVA alone.

not yet. There should be legislation by end October, but if Berlo has a tantrum and takes his ball home and the government falls then you still pay......
